Michael Fleming

Michael Fleming is a Chartered Engineer and leads GARLAND’s Compliance Team, overseeing the firm’s services as Assigned Certifier under the Building Control Amendment Regulations and Project Supervisor Design Process (PSDP) under the Safety, Health and Welfare at Work (Construction) Regulations. This area is one of rapid growth within GARLAND, and Michael has established himself as a national leader in construction compliance and safety.

A graduate of University College Dublin with a degree in Civil Engineering (2008), Michael also holds a Postgraduate Diploma in Health & Safety in Construction from Trinity College Dublin (2010) and a Master’s in Engineering Management. He is particularly conversant with Irish Health & Safety legislation and compliance frameworks, including the latest Construction Regulations.

Michael currently acts as Assigned Certifier and PSDP on numerous projects across sectors such as education, healthcare, residential, industrial, and infrastructure. He has also supported major healthcare institutions by developing procedures and standard operating policies for technical services departments, and has acted as both PSDP and PSCS on several small capital works projects.

In addition to his project roles, Michael is active in professional training and development. He presents the Designing for Safety in Construction (DSC) and Project Supervisor Design Process (PSDP) courses for Engineers Ireland and the Association of Consulting Engineers of Ireland (ACEI), and has developed and delivers a popular DSC/PSDP Refresher Course.

Michael works closely with GARLAND Directors Kevin Rudden and Brian Kavanagh in delivering best-in-class compliance services to public and private clients across Ireland.
