Electronic Procurement Directive takes effect

The 2014 European Procurement Directive placed an emphasis on electronic communication in order to improve the efficiency of tendering. As of the 18th of October 2018 these new regulations regarding electronic procurement took effect for all contracting authorities subject to EU rules. 

These new regulations outline that all communication and information exchange must be conducted electronically. It will be mandatory to advertise, submit and receive all procurement documents electronically. This includes all dialogue, queries, tender documentation and clarifications. Most significantly these regulations will cover tender submission documents - likely to bring an end to hard-copy submissions, apart from in very specific circumstances. 

It is hoped that the use of electronic procurement will lead to increased transparency and streamline the process.
