Construction skills operators to require licences

The Government is to publish the heads of a Bill to establish a construction skills licensing authority to replace the CSCS system. The new system will replace the current Construction Skills Certification (CSCS) and Quarries Skills Certification (QSCS) Schemes.

Under the current system, a trainee receives a registration card once they have received their QQI qualification which is valid for five years, after which time competency needs to be reassessed in order to renew their cards.

The new system will see the competency assessment scrapped with only a fee and up-to-date photo required in order to renew cards. Skills will be based on an assessment and trainers will be regulated. The new licensing Authority will be responsible for setting standards.
