Tallaght Hospital

Our initial involvement with the hospital commenced in 1984 when Garland entered a design competition for the development of Tallaght Regional Hospital, Dublin. The new hospital was to be built upon a Greenfield site and the building contract would be the single largest Public Contract awarded in the history of Ireland at the time.

Garland was already well established in the healthcare sector at this time. In 1976 we won the design competition for St. James’s Hospital and we had an impressive track record of projects with Our Lady’s Children’s Hospital Crumlin and the Coombe Women and Infants University Hospital to mention a few. On the back of such experience and other successes, Garland were announced as part of the winning design team for Tallaght Regional Hospital.

In 1993, as a result of the Kennedy Review, major modifications to the brief were requested, which resulted in Garland changing over 600 of the 1000+ drawings in a 4 month period. These changes were completed prior to tender and under stringent time constraints to meet public commitments made for the delivery of the hospital.

Following on from the completion of the €90m (1993 base) Main Contract of 57,000m2 and 513 beds in May 1997, Garland have been continually involved in the on-going development of this major Hospital Campus. Since the hospital opened in 1998, Garland have been responsible for well in excess of 50 projects which range in size and value from €25k to €15m. Throughout these projects the hospital has trusted us to provide practical advice throughout and they have also relied upon the detailed records we maintain of the hospital.

In July 2010 an unfortunate event occurred within the hospital, a major fire in the catering department of the hospital. One of the hospital’s first phone calls, following that to the Fire Brigade, was to Garland. We immediately made ourselves available to the hospital and attended the scene. Our engineers set about developing an emergency plan to secure the fire damaged building and to provide temporary catering facilities to serve the hospital, which relied on the continuity of a food supply to patients. In total Garland provided on site project management, coordination, civil, structural and project supervisor design process services to the hospital during the fast paced installation of temporary catering, welfare and dishwashing facilities. As a result of our involvements, a temporary kitchen was back serving the 600 bed acute hospital less than 2 weeks after the fire. The overall temporary and securing works were undertaken in a number of different phases involving different contactors. Once the temporary facility was in operation and the fire damaged building made safe and stripped out, Garland acted as part of an overall design team, to reinstate the 700m2 dining area and 1,080m2 catering/kitchen area which was completed and handed back on a phased basis to the hospital only 14 months after the fire.

Since the introduction of the Safety, Health and Welfare at Work (Construction) Regulations 2006, Garland have acted as PSDP (Project Supervisor Design Process) on well over 50 projects for the hospital. Our successes on such projects lead us to work with the hospital to ensure the Technical Services Departments on-going compliance with Construction Regulations for both in-house operations and the contractors they manage. We continue to work with the hospital to develop and tailor a safety management system for the department which encompasses individuals within the department and the activities undertaken by them and their specialist contractors. As a result of our work with the Technical Services Department of the hospital, they are now at the forefront, in the country and sector, with regard to practical compliance with the Regulations which ensures a safe working environment for employees and contractors.
